Before adding Heroes to your Crew, you will need to unlock them. When you receive the required quantity of Hero Cards (which depends on the Rarity of the Hero in question), you will need to pay up some Silver to unlock them; the actual cost varies with the Heroes' Rarities, too.

You can unlock a Hero from their Hero Info, as well as via the Collection menu (see the Locked tab?), by tapping on their portrait.
